This is a condo review of Promenade Peak, a 99-year leasehold condo development at Zion Road (Parcel B) in Singapore’s District 3 and at the margin of Prime District 9. It is a short walk from Great World City Shopping Mall (4 minutes) and two MRT stations - Great World (3 minutes) and Havelock (4 minutes) – on the Thomson-East Coast Line.
To be developed by Allgreen Properties, the 99,972.95 square feet (9,287.8 sqm) site will comprise one 63-storey tower offering 596 residential units. It will be the tallest pure residential development in Singapore.

Comparative Market Analysis
With the recent increase in private housing supply, it's an opportune time to evaluate investment opportunities within Singapore's Core Central Region (CCR).
Over the past decade, the average price per square foot (psf) for new condominium launches in the CCR, Rest of Central Region (RCR), and Outside Central Region (OCR) has shown a marked convergence. However, recent market data points to a reversal in this trend.
In 1Q 2025, the price premium of CCR new launches over those in the RCR and OCR narrowed significantly to 4.45% and 30.35%, respectively. But, in 2Q 2025, this premium rebounded sharply to 22.23% over RCR and 67.55% over OCR, potentially signalling a re-widening of the price gap (See chart below).
This development suggests that the previous narrowing of CCR’s price premium may have reached a inflexion point, indicating a potential market correction. For investors considering a prime District 9 property, the current conditions could present a strategically timed entry opportunity.
Further supporting this perspective are the results of two recent Government Land Sales (GLS) in the OCR (suburban). At the land tender for the Bayshore (March 18, 2025) and Chuan Grove (July 8, 2025) sites, they hit a land rate of $1,388 psf ppr and $1,376 psf ppr, respectively.
This is higher than the land rates for three of the four River Valley/Zion Road sites, which will provide further impetus for a reversal in the CCR/RCR and CCR/OCR price gaps.
