This is a detailed Solano Grand review, an upcoming 99-year leasehold executive condominium (EC) at Senja Close in Singapore's District 23, and the first EC new launch in the Bukit Panjang planning area since the launch of Blossom Residences in July 2011.

It is approximately an 8-minute walk from Jelapang LRT Station (BP12), part of the Bukit Panjang LRT loop. Two stops away is the Bukit Panjang Integrated Transport Hub, which integrates MRT and LRT services, a bus interchange, and adjoining commercial and lifestyle amenities.

Who is the Developer of Solano Grand EC

The developer of Solano Grand Executive Condo is City Developments Limited (CDL), one of Singapore's most established property developers, founded in 1963 and listed on the SGX.

A subsidiary of the Hong Leong Group, CDL has developed more than 50,000 homes across more than 20 countries.

It is also an active player in Singapore's executive condominium sector, and some of its EC projects include Wynwood Grand, Copen Grand, Lumina Grand, Piermont Grand, among many others.

What are the Prices for Solano Grand?

The prices for Solano Grand are not available yet. Nevertheless, based on its land cost of $771 psf ppr and recent EC benchmarks, its expected average launch price is estimated at 1,900 to $2,000 psf.

For perspective, Coastal Cabana and Rivelle Tampines, the most recent ECs launched in January and March 2026, were sold at an average selling price of $1,734 psf and $1,893 psf, respectively, during their launch.

However, both have a lower land cost, with Coastal Cabana at $729 psf ppr and Rivelle Tampines at $768 psf ppr.

 

Where is Solano Grand Located?

The development is just a 5-minute walk from Jelapang LRT station (BP12) on the Bukit Panjang LRT loop. From there, the Bukit Panjang MRT station, part of an Integrated Transport Hub on the Downtown Line, is two stops away.

An Integrated Transport Hub combines an MRT station and an air-conditioned bus interchange with commercial developments, such as the Hillion Shopping Mall.

The area is predominantly residential. About a 3- to 5-minute walk from Solano Grand EC are the Senja Hawker Centre and Greenridge Shopping Centre.

Families with school-going children will find a reasonable spread of schools around Solano Grand, with three primary schools within 1km of the development, which provide priority admission for Primary 1 registration. However, they are not considered “branded” schools.

Investment Potential of Solano Grand

Solano Grand's investment potential lies primarily with the scarcity of executive condominiums in the area, with the last EC launched in Bukit Panjang being Blossom Residences in 2011, while HDB upgrader demand is strong.

In addition, Solano Grand enjoys convenient access to shopping, essential services and lifestyle amenities. However, connectivity to the city centre is relatively less compelling, with a train journey taking approximately 50 minutes.

A key limitation is the absence of major transformation or development catalysts comparable to those in Woodlands Regional Centre or Jurong Lake District.

Consequently, Solano Grand's investment proposition is likely to depend more on its scarcity and relative affordability – at a land cost of $771 psf ppr compared to $782 psf ppr for another upcoming EC project (Wynwood Grand) at Woodlands.

These two EC projects are also not subject to the latest revision of executive condominium regulations, where the minimum occupation period (MOP) has been extended by 5 years to 10 years (partial privatisation) and 15 years (full privatisation), among other policy changes.

Demand for Solano Grand is therefore likely to come from those living in the precinct and surrounding housing estates.

 

Comparative Market Analysis

To evaluate Solano Grand’s investment potential, we benchmark it against four previously launched executive condominiums (ECs) in the north-western region. The chart and table below summarise their performance since launch.

All four ECs have delivered positive returns since launch, underscoring the segment’s resilience and appeal to both owner-occupiers and investors.

Blossom Residences, despite being the closest comparable to Solano Grand (located within 1 km), shows the lowest annualised return at ~4.04%. However, this underperformance is largely structural rather than locational – it is the oldest development launched in July 2011 – subjecting it more to lease decay effects over time.

In addition, Blossom Residences entered the market during a prolonged tightening cycle. From 2010 onwards, multiple rounds of property cooling measures were introduced, which included:

  • Seller’s Stamp Duty (SSD).
  • Tighter Loan-to-Value (LTV) limits.
  • Additional Buyer’s Stamp Duty (ABSD).
  • Mortgage Servicing Ratio and Total Debt Servicing Ratio.

These measures suppressed transaction volumes and price growth across the broader Singapore residential market, adversely affecting projects launched during this period, including Blossom Residences, where muted or even negative price growth followed.

The market only started to recover from around 2017 onwards.

This macro headwind materially dampened Blossom’s overall growth trajectory relative to ECs launched later in a more stable policy environment.

The following is drawn from a full PrimeKey Analysis report we prepared through Navis, a division of Huttons, dated 21 August 2026, scoring Solano Grand across our eight core factors.

  • Overall Score: 3.8 / 5 Stars.

 

Verdict

Solano Grand scores at or near the top of our scale across four of the eight PrimeKey factors: MRT connectivity, remaining lease tenure, MOP cluster strength, and, to a lesser extent, rental yield and project size.

Its investment proposition is underpinned by three key strengths: direct access to Jelapang LRT, a relatively fresh 98-year lease, and proximity to established MOP clusters. The latter is particularly relevant as mature MOP clusters can provide a steady pool of potential resale buyers, especially HDB upgraders seeking to move into private housing.

The project's main weakness is its limited exposure to designated growth corridors. At approximately 2.7km from Tengah Town, the nearest major growth corridor, Solano Grand falls outside our 1,500m proximity threshold. This limits its ability to benefit directly from the potential capital appreciation associated with large-scale urban transformation and new infrastructure, thereby capping its overall PrimeKey score at 3.8.

From an investment perspective, Solano Grand's appeal therefore lies less in future growth-corridor upside and more in the fundamentals of an established estate, constrained new EC supply, strong connectivity and a sizeable HDB upgrader base.

Buyers should therefore calibrate their expectations accordingly: the project's investment case is primarily one of steady, fundamentals-driven potential, rather than aggressive appreciation driven by major urban redevelopment.
